John Travis is Vice President for Regulatory Research for Cerner. John’s team provides analysis and guidance for Cerner’s business units and Cerner’s clients for responding to the regulatory requirements of CMS/Medicare payment rules, HIPAA, ARRA HITECH EHR certification programs, Joint Commission accreditation and other similar requirements for federal health programs and other federal rule making. John has overseen Cerner’s EHR certification efforts since 2005 first for the ambulatory certifications required by the Stark/Anti-Kickback EHR safe harbor regulations and then to meet EHR Incentive program requirements for both Inpatient and Ambulatory EHR certification. John has overseen over 50 distinct successful certification efforts. John has been a member of the Implementation Workgroup of the HIT Standards Committee advising the Secretary of HHS on meaningful use standards and specifications, a member of the Data Segmentation Workgroup of the Standards and Interoperability Framework advising the Office of the National Coordinator (ONC) and participates in several workgroups of the HIMSS Electronic Health Records Association (EHRA) involved with HIT and meaningful use. John is a past member of the Security, Privacy and Infrastructure workgroup of the Health Information Technology Standards Panel (HITSP) and a past co-chair of the HL7 Medical Records/Information Management Technical Committee. John has provided testimony to NCVHS, workgroups of both the federal advisory committees advising CMS and ONC on EHR certification (the HIT Standards Committee and HIT Policy Committee), the National Institutes of Health and other regulatory bodies on HIT certification, HIPAA Security and Privacy and other compliance topics. John has written articles and developed presentations on HIPAA Security and Privacy, CMS regulations and other topics for professional journals of associations such as the American Health Lawyers Association, the Healthcare Financial Management Association (HFMA), the American Health Information Management Association (AHIMA), the Association of Health Internal Auditors (AHIA), the Missouri Hospital Association, the College of American Pathology (CAP) and other professional and trade journals. John has been with Cerner since 1986. John has a Bachelor’s degree in Business Administration from Kansas State University, and a Master’s Degree in Administration with a Health Services concentration from Central Michigan University. John is a licensed CPA in the State of Missouri, and he is a Fellow with HFMA, and Past President and Board Member of the Heart of America Chapter of HFMA.
