Shila Blend, PhD, MS, is the Health Information Technology Director of the North Dakota Health Information Network, North Dakota’s statewide health information exchange. She brings more than a decade of experience leading people and projects in the health systems space, including patient care and implementation of software and statewide programs. She serves as a subject matter expert with the Rural Emergency Medical Services Counts project, which is working to develop quality measures for emergency medical services in rural areas. Previously, she served in a number of positions with the state of North Dakota, including as the Deputy Chief of Staff within the Unified Command for the COVID-19 response, as the Director of the Hospital Preparedness Program, and as Coordinator for the state’s stroke and cardiac systems. She is a board-certified registered nurse and received her Doctor of Philosophy in Nursing from the University of Colorado Anschutz Medical Campus and her Master of Science in Nursing from the University of Mary.
