Gillian is the Director of Surveillance and Informatics at the Council of State and Territorial Epidemiologists (CSTE). She oversees advancing efforts for national case surveillance reporting, data standardization and harmonization, ELR and eCR, syndromic surveillance, and policy related to standards for public health and interoperability.
Until 2022, Gillian served as the Director of the Division of Surveillance, Analytics and Informatics, at the Massachusetts Department of Public Health, where she oversaw the Commonwealth’s infectious disease surveillance infrastructure, including the integrated surveillance and case management system (MAVEN) used by state and local boards of health, ELR, eCR, syndromic surveillance, and other data modernization activities. She extensive experience in surveillance policy and program planning, data standards development budget and resource allocation, management, epidemiologic investigation, data analysis and utilization, grant writing, and partnership development and collaboration. Gillian has co-chaired or served on multiple national advisory committees, workgroups and taskforces. Most recently she co-chaired ONC’s Public Health Data Systems Certification Taskforce and chaired CSTE’s Surveillance Practice and Implementation Subcommittee. She has co-authored numerous peer-reviewed journals. Gillian received her MPH from Boston University.
