Noam Arzt, PhD

Noam H. Arzt, Ph.D, FHIMSS, is president of HLN Consulting, LLC, which has provided HIT service to public health agencies around the country since 1997. Dr. Arzt holds undergraduate, masters, and doctoral degrees from the University of Pennsylvania and is active in a number of leading healthcare organizations (HIMSS, PHDSC, AMIA) and standards organizations (HL7, IHE, S&I Framework). A frequent speaker at national conferences on healthcare informatics and HIE, Dr. Arzt brings a national leadership perspective to HLN’s work. Dr. Arzt has served as interim Vice President of HIE Services for VITL, the statewide HIO in Vermont, and currently serves as a subject matter expert on the technical assistance team for the HHS ONC State-level Health Information Exchange Cooperative Agreement Program. Dr. Arzt is engaged in numerous projects related to public health and Meaningful Use and is considered a national expert on HIE and HIE standards.
