The Health Information Technology for Economic and Clinical Health (HITECH) Act initiated the Electronic Health Record (EHR) Incentive Programs under the Centers for Medicare and Medicaid Services (CMS) to broaden adoption of EHRs to improve care quality, efficiency, and cost. Since the programs' inception, adoption has increased, but not all adoption has occurred through participation in the Incentive Programs. EHRs are of various types and functionalities, and participation in the Incentive Programs requires the adoption and use of EHR technology certified by HHS to meet the health care objectives of the Meaningful Use Program.
This dashboard, therefore, visualizes only meaningful use attestations reporting the use of the selected vendor's certified product(s). The visualizations depict by program year and state either the selected vendor's share of all attestations or the vendor's rank among all vendor's reported through attestation. These metrics provide insight into the market share of each vendor in each state, and, thus, a view of the national and state EHR market. The market share and rank metrics only capture market data calculated from meaningful use attestations through the Medicare EHR Incentive Program. These calculations do not include attestations through the Medicaid EHR Incentive Program or adoption data from outside the Incentive Programs. As over half of all office-based health care professionals and over 9 in 10 non-federal acute care and Critical Access hospitals have attested to meaningful use, the visualizations above provide an examination of the EHR vendor market for a nearly all U.S. hospitals and a near majority of all office-based U.S. health care providers.
How to Use this Application:
[1] Choose a Metric to Visualize: market share and market rank are two distinct metrics. Market share is the percentage of attested providers in a state that have attested to any of the selected vendor's certified products in the selected program year. Market rank is the position of that vendor amongst all those vendors in the state providing certified products to attested providers in the selected program year.
[2] Choose a Program Year: meaningful use attestations are calculated by the program year (PY) in which the attestation occurred. For instance, a vendor's market share or rank in PY2011 includes only those attestations for that program year. Whereas, market share and rank in subsequent program years (2012, 2013, and 2014) include the most recent attestation for all providers. For example, if a provider attested in PY2011, but in no other subsequent program year, that reported product is carried forward for that provider in each subsequent program year calculation. However, if a provider attested in PY2011 with one vendor's certified product, but then attested in PY2012 with a different vendor's certified product (and not the prior vendor's product), the first vendor's product is only included in the PY2011 calculation, and not the PY2012 calculation. In this way, each market share and market rank calculation for each program year reflects the most current attestation for each provider.
[3] Choose an EHR Vendor: this list includes all vendors with certified products reported during meaningful use attestation from PY2011 through PY2014. Not all vendors are reported in each program year, so some vendors will not have market data for every program year. In these cases, a message will alert you that no data exists for the selected vendor in the selected program year. You will need to make an alternative selection. The list defaults to the vendor with the largest national market share.
[4] Choose an Office-based Provider Subset: this criteria sorts the data by whether providers attested to the selected vendor's certified product(s) alone in a single program year or attested to the selected vendor's certified product(s) in combination with another vendor's certified product(s) in a single program year. Three distinct options are provided.
- All Office-based Providers with this Vendor (default): displays the percentage or rank of all attestations reporting any of the selected vendor's certified product(s).
- Office-based Providers with Only this Vendor: displays the percentage or rank of all attestations reporting the selected vendor's certified product(s) alone (i.e., the attesting provider only reports a product(s) from the selected vendor).
- Office-based Providers with this Vendor Combined with Others: displays the percentage or rank or all attestations reporting the selected vendor's certified product(s) in addition to other vendor(s)' certified products.
Note that the market share estimates are additive in that the "this Vendor Only" and "this Vendor Combined with Others" add up to the amount for the "All Providers with this Vendor" (default) selection. For example, if 10% of a state’s providers attested with the selected vendor's certified product(s) in 2014: of that 10%, 8% of providers attested with the vendor's certified product(s) only, and 2% of all providers attested with the vendor's certified product(s) combined with another vendor's(s') certified product(s).
